Cymorth publishes Assertive Outreach principles for Wales

AO Principles ENG front cover.jpgFollowing engagement with researchers, experts and homelessness practitioners, Cymorth Cymru has today published a new document that aims to set the standard for effective assertive outreach services in Wales.

Assertive Outreach is a particular form of street outreach that targets the most disengaged rough sleepers and is recognised as more effective than traditional outreach. It is featured in the Homelessness Action Group's first report on preventing rough sleeping in Wales, forming the first recommendation to Welsh Government Ministers:

Recommendation 1: Ensure there are sufficient well-trained assertive outreach workers deployed, and empower outreach workers to be able to support people to move away from rough sleeping and into good quality and appropriate emergency, temporary or permanent accommodation and housing at the earliest opportunity.

Over the past year Cymorth has been working with its members and partners to develop principles for Assertive Outreach in Wales, recognising that there is evidence of good practice but that delivery is variable across the country. This document, which was funded by and developed on behalf of the Welsh Government, aims to provide clarity for commissioners and service providers, therefore encouraging consistent and effective practice across Wales. 

We would like to thank all of the researchers, experts and parctitioners who contributed their time and expertise during the development of this document.

"The level of rough sleeping in Wales is unacceptable and we need to ensure that people have access to trauma-informed, person-centred, housing-focused support that enbales them to exit homelessness and secure a home they can call their own.

"Assertive outreach, based on the principles that we have outlined today, must be at the heart of our efforts to end rough sleeping. We are very grateful to everyone who contributed to this document and hope that it results in more consistent, effective delivery of assertive outreach services across Wales.

"The focus provided by the Welsh Government's Homelessness Action Group provides us with a real opportunity to ensure that homelessness in Wales is only ever rare, brief and non-recurrent - but we must all act to ensure that this ambition can become a reality."
