Housing First is a key policy area for Cymorth Cymru, and the network that we facilitate, the Housing First Wales Network.

Below, you can see the resources we have produced to support members and other stakeholders in the widespread adoption of Housing First across Wales.

  • What is Housing First?

Housing First is a unique approach to help us tackle homelessness. The approach has been evidenced to successfully support people with repeat histories of homelessness, who have experienced significant levels of trauma, into settled and stable homes.

Housing First offers long-term, affordable housing as quickly as possible for individuals experiencing entrenched homelessness, and then provides 24 hour wrap-around support and connections to community-based support, to give individuals the very best chance to successfully maintain their tenancies and avoid returning to the streets.

International evidence proves how effective Housing First can be. By implementing Housing First in Wales, we have a real chance to help people who have spent years sleeping rough, move out of these horrible situations and lead happy and fulfilled lives. Housing First hands control, choice, rights and responsibilities to people experiencing homelessness.

  • Principles of Housing First

In Wales, we have produced through research and consultation, our own principles that ensure the fidelity of the model of Housing First across our nation.

  • Principles of Housing First for Youth

We have also produced principles for Housing First for Youth, which whilst similar, have some key differences.

  • Housing First Wales Tracker

Over the last few years the number of Housing First projects in Wales has grown and there is a commitment in the Welsh Government’s Ending Homelessness Action Plan to support further expansion. It therefore seemed timely to collect and publish data to show the scale and impact of Housing First across Wales

  • The Network and sub-groups

The Housing First Network for Wales is a wide group of individuals and organisations with an interest in developing Housing First and implementing it across Wales. With representation from the third sector, the Welsh Government, local authorities, social landlords, health boards and more, it aims to ensure consistency, but also to share best practice and learning.

    Housing First Communications Sub Group
The Housing First Communications Sub Group looks at the ways we communicate about Housing First across Wales, and how to do so most effectively with varied audiences. The group tries to ensure that the conversation about Housing First is honest and open.

Housing First for Youth Sub Group
The Housing First for Youth Sub Group looks at Housing First provision for people aged 16-25, an area Wales is leading on. The group ensures that the voices of young people are heard when it comes to developing services, and ensures that Housing First for Youth is as robustly designed as Housing First itself.

Housing First Housing Management Sub Group
Social landlords are a vital part of Housing First in Wales. This group ensures their voices are heard, and also works to create meaningful dialogue and discussion between social landlords, support providers, and other stakeholders, with a focus on sharing good practice and lessons learned.

Housing First Health and Care Sub Group
Housing First depends on buy-in from external partners, including health, mental health and social care services. This group is a forum for such stakeholders, working to ensure that the health of Housing First clients is a priority, and to develop a strategic approach to building health and social care services into Housing First across Wales.

Housing First for Women Sub Group
The Housing First for Women Sub Group has been established in partnership with Welsh Women’s Aid to take a research-based approach to determine how the Housing First model might best support women in a variety of circumstances. The group will look at examples of good practice, and consider the specific needs of this particular client group, to ensure that the model works effectively with vulnerable women.
